Project Managing a Technology System Upgrade: A Non-IT Executive’s Perspective


Faced with needing to replace an outdated technology system for land management and permitting, Pima County turned to information technology and business process leadership to implement a transformative software platform. Carmine will provide a non-IT executive’s perspective of managing a project involving eight County departments and intending to retire up to 40 technology systems and enhance service delivery. The presentation will focus on technology product selection, establishment of implementation teams, business process improvements, software configuration and implementation, and lessons learned.


Speaker Bio


Carmine DeBonis has spent the majority of his professional life with Pima County Government - since 1991. In 1997, he accepted a position with the Pima County Development Services department and in 2001 advanced to Director of that department. He managed his department through an economic downturn and a 60 percent reduction in operating expenses and staffing levels while increasing service delivery levels. He directed process changes to achieve 75 percent reductions in review timeframes for building permits and development approvals. In December 2016 he was appointed as Deputy County Administrator for Public Works, leading seven Departments and 4 organizational units. Carmine continues to encourage the public sector agencies under his direction to not only meet, but exceed, service delivery expectations for the greater benefit of Pima County.
