Delivering Public Value: The Interplay of Constraints, Logistics, and Regulations in Public Project Delivery

Public projects are vital to our community, from building community centers to implementing smart city solutions. However, they're often perceived as slow, expensive, and bogged down in red tape. This presentation will delve into the "CLR" of public projects – not calcium, lime, and rust remover (though sometimes it feels like we need that to cut through the bureaucracy), but rather the interconnected challenges of Constraints, Logistics, and Regulations. While these factors can feel like obstacles, they exist for crucial reasons: ensuring taxpayer value, promoting fairness, and safeguarding public well-being. This presentation will explore these challenges, examine their justifications, and discuss strategies for effective project management within this complex environment. We'll explore how to navigate the "CLR" effectively, turning potential roadblocks into opportunities for successful project delivery.

Guest Speaker: Paul Lovelis

Paul Lovelis was born and raised in Arizona, and has been working in the Criminal Justice system in some capacity for over 25 years, with 20 of those years in Public Service. Paul serves as the President of PMI-Tucson Chapter and has served on several non-profits while managing many projects at the same time. Paul has managed and served on many projects during that time, with local, state, and federal funding involved; and has had to deal with public input and Board involvement on many of those projects.
